I have seen organizations and teams with small customer outreach use Trello to manage their contact list and efficiently organize their customer relations process. At first glance, it may seem limited, but once you get to understand the tools, you can really customize the interface and make it much more suitable for your needs.
If you have complex customer relationships that require multiple resources or applications to maintain, then using Trello as a full-fledged CRM might not meet those needs.
